Mr Hughes was previously a legal officer with the former Department of Planning with responsibilities for the carriage of complex litigation, legislative drafting and advising.
In a number of cases, the former Minister for Planning intervened in court proceedings in the Land & Environment Court. Mr Hughes had the carriage of those matters, including a five-week case concerning the mini-steel mill at Rooty Hill and an important case on Section 94 contributions.
Mr Hughes also delivered papers to industry on environmental law issues.
Mr Hughes does complex litigation.

Summary of other successful judgements
for the writer while representing Sutherland Shire Council (not reported):
* Mr
Hughes represented the Council having a refusal for a large bottle
shop in an an industrial area refused. The case was served before former
Chief Justice Pearlman CJ of the Land and Environment Court.
* In
Wallis and Moore Pty. Ltd. &
Australian Housing and Land v Sutherland Shire Council, a 4-day case, Mr Hughes successfully had a refusal of 3 fast food outlets, a
Sizzler restaurant and a service station refused on land at Menai.
It was interesting that on the other side of the road from the
development site, the Council was proposing a similar development but had not
reached the development application stage.
The Council was the consent authority for the other proposal.
Zoning and conflict of interest were issues in the litigation.
* In another decision, Miller v Sutherland SC, Mr Justice Bignold refused a development consent on the basis that the approval would be contrary to the public interest. That was the sole basis for the refusal being upheld.
* Mr Hughes also appeared for the Council in proceedings against the Australian Nuclear Science and Technology Organisation concerning the transfer of radio-active waste. The Land and Environment Court of NSW issued in those proceedings an injunction restraining the transfer of radio-active waste.
* Sutherland SC v Pedy Concrete Co. Pty. Ltd. 77 LGRA 333 was a successful prosecution for water pollution.
